Does systemhound exe need to be installed on remote diaup PCs running Win2k in order for the data to be gathered or when they connect will the server find them?

Yes, the client software needs to be installed on each users pc
if your users have local administrator rights, you could use a login script to install the client automatically on users pc's, as they log on to the network.
Otherwise, the clients will need to be installed using the Install Tool, while the remote users are logged in.
